I am experiencing annoying problems, my surface book 2 App store, Maps ,weather app, camera.. won't launch.
After trying many suggestions and solutions from this forum, I backup my files and reset windows 10 for my surface book- result is the same after reinstalling and updating windows with new admin credentials and Microsoft account.

I am sorry to hear about that. It seems that the issue is complex than what I expected. I have also provided you steps that has worked for other users but it seems it didn't work on your end.
I don't want to waste any of your precious time anymore and it may be best if I release your issue to other advisors so they can take a look at it and let them share some other ways that can fix the issue.

A lot of the help here is simply paste a link to some article and move on. Few volunteers really try to resolve these issues beyond that. Anyways, an exclamation in the app usually indicates that the app is not installed.
If you have not already, go ahead and link your device to your Microsoft account: Start > Settings > Accounts > Email & accounts > Add an account. If you are already signed in, move on.
I did not follow the link above from the other advisor but if you did not already try, go ahead and run the following by right-clicking on the Start menu > Windows Powershell (admin) > and paste the following command:
Get-AppXPackage -AllUsers | Foreach{Add-AppxPackage-DisableDevelopmentModeRegister "$($_.InstallLocation)\AppXManifest.xml"}
Ignore any errors as some apps may be dependent on resources that are currently running. Try to launch the Windows Store. If it is successful, then select the ellipsis menu in the top-right > Download & updates > Update all.
If you still having problems, then go back to powershell and type:
get-appxpackage *WindowsStore
and post the results here in an image or pasted as text.
