[Powershell] "This package depends on a framework that could not be found", however the package is installed

Hello. I am trying to install LogicWorks 5 on my personal computer using the Add-AppPackage command in powershell.

Whenever I try to install it using this command,

Add-AppPackage -path "C:\Users\Zach\Desktop\Package_LW_UWP_Release_5.8.130.0_x86.msixbundle"

I get an error saying that I do not have the dependencies needed installed. This is weird, because to my knowledge I do have them installed and powershell even recognizes it. Here is the full error message I am getting:

Notice it says Provide the framework "Microsoft.VCLibs.140.00.UWPDesktop", then at the end of the error it says, The frameworks with name"Microsoft.VCLibs.140.00.UWPDesktop" currently installed are: {Microsoft.VCLibs.140.00.UWPDesktop_14.0.30704.0_x64__8wekyb3d8bbwe}.

Why can powershell not find this dependency?

It should be noted that I am on Windows LTSC without the store installed, and I installed the framework "Microsoft.VCLibs.140.00.UWPDesktop" from this link .

Installing the "Microsoft Visual C++ Redistributable runtime" should fix this problem, you can download the X86 and X64 version at these links.

I understand that powershell thinks I am missing these dependencies. My question is why powershell can actually tell I have the dependency installed, but won't allow me to install- if that makes sense.

Again, the error literally says:

Provide the framework "Microsoft.VCLibs.140.00.UWPDesktop"

And later in the error message it says:

The frameworks with name"Microsoft.VCLibs.140.00.UWPDesktop" currently installed are:

{Microsoft.VCLibs.140.00.UWPDesktop_14.0.30704.0_x64__8wekyb3d8bbwe}.

So I will ask again, why does powershell insist I provide a framework that is clearly already installed and being recognized as such?

Please help, this makes no sense to me. Thank you.

P.S: I tried reinstalling every release of visual C distros and it didn't solve the problem
